Character: Fou-Lu
Canon point: End of Chapter III.
Canon intensity: On the one hand, fishing and rhythm minigames. On the other hand, Fou-Lu has decided all mortals in his world are unworthy of his favor so they should all die once he reunites with his other half. There's off-screen torture but some on-screen body horror, some on-screen kicking of children and off-screen killing of innocents. It doesn't shy away from the ugly stuff but it also is a T rated game in 2000, there's only so much that could be gotten away with. (There were also some slightly more risqué and/or intense scenes that were cut such as 'scene where boob gets touched' and 'a version of a scene where the decapitation is more blatant'.)
World information: Low-tech swords and sorcery, but with some magical/nonmagical tech thrown in. There's sandfliers (powered by magic) and magical teleporters but for the most part you're getting places by boat or by walking.

About the character: First and foremost, Fou-Lu is not merely an emperor - he is a God-Emperor. He is aware of this fact, and does not allow anyone to knock him down a few pegs from it. It does mean that he is, at times, haughty - even in his rage. He maintains his poise, even in his deepest rage and in battle, and does not bend easily to mortal demands - though a plea is more likely to get his attention. He can be incredibly polite - but through the politeness is an unspoken understanding that he will not tolerate disrespect. However, possibly due to his summoning he is internally twisted and broken. He was intended to be summoned as a single entity, not two split over time and continents. He could not fulfill his summoned purpose, and so he had to slumber until his other half arose and he could finish it. He does genuinely wish to help mortals - but they have mistreated him and lied to him, broken promises and hurt some of the few he had grown to care about. The horrific sacrifice of a farmgirl who hid him from the Empire - the Empire that he had helped form, no less, and that was after him to use him as a weapon, when they should have been praising him! - was one of the last straws. Her use in the Hex Cannon completely broke him, sending him on a war campaign against the Empire.
He seeks to be united with his other half, and cleanse the world of the mortals. It saddens him in some part of his soul - because he had tried so hard to help them learn and grown and to be the utmost they could be. He wished to bring peace, not destruction. However, mortals called out for their own destruction by inciting his wrath, by attempting to control him, by trying to weaponize him. By breaking their promises and going back on their word, by action and deed, they have committed crimes that condemn all of them to death. He is incredibly lonely, throughout all of this. While Won-qu and A-tur are loyal servants, they are not the same. He runs after rumors of other Endless around because he wants someone - anyone - to understand what he's going through. And yet, he can't find anyone. Not even his other half will understand at this point - or so goes his thinking. He finally connected with someone and she was torn away from him. No, better to not connect to anyone at all and kill off everyone who could hurt him.
He was summoned so long ago by mortals who wished him to unite their disparate tribes into a nation. He did so within a generation and disappeared, promising to return when the time was right. He slept, and in dreamless sleep awaited the coming of his other half. He had been awaiting this day with a joy in his heart - the day he would finally be whole. And yet when he awoke he was chased down, he was constantly harried by his own empire's army and made to fight them and flee from them over and over again. There was so little honor to be found among them and it saddened him to his core. And then when he was found by a civilian and treated he had to fight again. When he was finally found once more it was by someone who was willing to work with him and treat him like a person, teach him and take things slowly. He fell in love with her, no question - even if he didn't realize it. He tried to defend her and her village, and then when the army came for him she covered for him and let him escape. He cannot deal with what happened afterwards. It has broken him. It has absolutely broken him.
Fou-Lu makes war on his own Empire because it makes war on him - that's his reasoning, at least. What he's really doing is lashing out and trying desperately to get anyone to understand how horribly broken and lonely he is, how hurt and betrayed he is. How used and angry and sick it all makes him feel and he doesn't know how to express his feelings in a way that isn't high formal speech or declarations of violence. This is what he's been summoned to do, this is how he's been used. This is what he knows. He doesn't know kindness or tenderness, he has to be taught these things - but he's put up so many walls that it's difficult to get through all of them to see just how badly he needs to learn.
Abilities: Okay, here we go.
Being a god (or half of one at least), Fou-Lu is... rather powerful, or at least has the potential to be.
Fou-Lu has lots of skills and abilities which are gained throughout the game.
Fou-Lu has the ability to turn into dragons. He has access to many abilities in his dragon forms, ranging across the elements as well as including some healing and revival magic.
Also... those dragon forms can fly. However, all of them, besides the Infini/Yorae form (final form in the game from BAD END), are only seen as full dragons during breath attacks or other such cutscenes. All the rest of the time Fou-Lu is just in his hybrid form.
For clarification purposes, his dragon form's abilities:
Astral Dragon:
(Cost: 1 AP/level. Decent increase to HP, bit of an increase to attack and wisdom, slight increase to defense.)

Maintaining a dragon form comes with an initial ability point (basically mana) cost, and an additional deduction each turn. Also if a dragon form is reduced to no health, he automatically transforms back to human, and can either keep fighting that way or change to another dragon form. The forms can have their health replenished by using a particular (rare) item, gaining it back slowly by walking around, or by resting at an inn or at camp.
In game mechanics terms, he can't learn magic in his human form at all, only "skills" which are, for some reason, different from magic. Go figure. Ryu learns skills from studying monsters, learning from masters, or transferring them from other party members. Fou-Lu, while he can learn skills from monsters, has no party members and cannot study under masters. However, any skills Ryu has are transferred to Fou-Lu.
The ones Fou-Lu has are:
- Disembowel (0 AP; type: death; sudden death to target; user temporarily loses 10% of their Max HP.)
- Burn (1 AP; type: fire; deals a weak amount of fire-based damage to one target.)
- Douse (1 AP; type: power down; lowers target's resistance to fire-based magic.)
- Spray (2 AP; type: physical; physical attack on one target, damage based on defense. Deals extra damage to insect-type creatures.)
- Snap (2 AP; type: physical/power down; attack versus one target, decreases defense power.)
- Palliate (20 AP; type: holy; heal and restore status of one target.)
- Transfer (20 AP; type: holy; donate 20 of your AP to another target.)
- Benediction (45 AP; type: holy; revives all targets with 1/4 HP, but can fail.)
Fou-Lu is skilled with a sword... and as far as weapons go, that's pretty much it. However, the sword is made of energy that he simply summons and that he holds in his hand, so he must have some kind of energy resistance. He is also one of those RPG characters who can do backflips in the middle of battle.
He does have the "Dragon's Eye", which granted his other half a prophetic dream a grand total of once in canon, and a innate ability with animals, letting him tame things that aren't normally tamed (though if they're very wild he wouldn't be able to). He can also sense (vaguely) where Ryu is in his world, though nowhere specific, just a direction at the most, as well as if another Endless is approaching. He also seems to have a strange ability to draw mortals towards him - and his aura can press on the world in some ways, changing both mortals and lesser creatures (though mortals are not usually changed as drastically or quickly).
Fou-Lu also has an innate resistance to water-based attacks.
Also, until the (good) end(ing) of the game, he's technically immortal. Supposedly. ... Maybe. Though he can still die in battle due to game mechanics, so maybe not quite so immortal. ... Not really immortal. Hooray for revival skills I suppose?
Noteworthy items: Honestly other than his clothes he doesn't have much other than some extremely cursed hairtie bells.
