All right, folks. Seeing as Fou-Lu is both a final boss and a god-emperor, I need to get a few things from you guys.

1) Can Fou-Lu hurt your character badly if provoked?: While he's relatively unstable from the point in canon I took him from, he still has an air of politeness and dignity… but he's still very dangerous.
1a) If yes, can Fou-Lu kill your character?: I will, of course, do my best to contact you before that happens in order to get case by case permission! This is just in general.
2) Does your character have strong magical power/is your character a god?: The second half is more important, frankly. Endless (gods) in his canon can detect other gods, but they can also notice the flow of other's 'life streams' - not to the point of predicting the future, but an attentive Endless can roughly gauge how powerful something is (mortal/mortal with strong magic/thing affected by an Endless' power/Endless (god)).
3) Anything else?: If your character specifically has something that is super-effective against gods, or has a strong magical shield up (obscuring a power reading), or anything else you think is relevant, please let me know here!

1) Can Fou-Lu hurt your character badly if provoked?: Yes to both. It's of note that Sayaka has a significantly powerful and automatic healing factor, though.
1a) If yes, can Fou-Lu kill your character?: Another yes to both.
2) Does your character have strong magical power/is your character a god?: A no for Kohaku, a yes (to having magical power) for Sayaka. Her power isn't overwhelming or oppressive, but it's there and is limited only by the remaining 'juice' in her soul gem and what she can think to do with it.
3) Anything else?: Sayaka herself can vaguely sense magical BS, but not anything about the magic's nature - she can simply pinpoint great sources of magic, and recognize the same source reliably.

1) Can Fou-Lu hurt your character badly if provoked?: After a hard battle, why not?
1a) If yes, can Fou-Lu kill your character?: Does Fou-Lu sparkle with the power to repel Evil? I guess it could happen given the circumstance and a hard battle but I'd rather have it plotted first.
2) Does your character have strong magical power/is your character a god?: Gandalf is basically an Angel and has strong magical power. Ganondorf is the reincarnation of the Demon King and Source of all Evil, and he has become the Demon King himself (as far as aura are concerned it is more or less the equivalent of a God, except clearly Evil).
3) Anything else?: Ganondorf got the Triforce of Power- It's super effective against pretty much anything.

Big Boss & Rude
1) Can Fou-Lu hurt your character badly if provoked?: Most likely
1a) If yes, can Fou-Lu kill your character?: Sure but I'd rather have it plotted first once more
2) Does your character have strong magical power/is your character a god?: Rude at the very least got some mastered Materia that Fou-Lu could feel, but nothing on Big Boss end.
3) Anything else?: Nope

Doc Brown
1) Can Fou-Lu hurt your character badly if provoked?: YEP
1a) If yes, can Fou-Lu kill your character?: YEEEP

3) Anything else?: Doc is disturbed by the existence of a Dragon-God.

2) Does your character have strong magical power/is your character a god?: He's not a god, but he uses weapons called Arrowguns with magical bullets, has some skill with elemental magic (fire, wind, thunder, darkness, etc), and has an affinity with space -- e.g. he can manipulate the shape of materials, scenery, you name it. He can also defy gravity and direct his bullets any way he chooses.
3) Anything else?: Nope!

1a) If yes, can Fou-Lu kill your character?: I'm not saying no, but I'd like to discuss this a bit with you beforehand if it looks likely to happen. Just to touch base!
2) Does your character have strong magical power/is your character a god?: Tara is a witch, meaning that she has a natural talent for magic and an inborn ability she can draw upon. However, she also frequently tops off her own magic with the energy of others, ideally dark sorts that aren't using their magic well, and so this might have left a mark on her soul, so if he can sense her power, Fao-Lu will probably sense some traces of a lot of other powers with it.
3) Anything else?: Tara is not a god, but she has been touched by one. Glorificus, one of three goddesses of a hell dimension, literally sucked her sanity out for food. Given that this involved, visually, drilling her fingers into Tara's head, I figure this probably left some kind of psychic mark on her.

He's still sensing as human to the Grigori even after he's ascended as much as he will in the game itself so he's still very human but very slightly angelic. So he's mortal but not? I don't know what he'll wind up sensing as but maybe you can get something from this.

Arturia is a Heroic Spirit summoned as a Servant. Best description possible is in the wiki link. You can determine if you can sense her or not from there.
3) Anything else?: Noooot that I can think of? Arturia has a lot of latent magical power of her own, but it's likely not to get awakened anytime soon. Minami has a part of her world's personification of Death stuck inside of her. Would that ping Fou Lou at all?

In regards to Minami, I sort of had the thought that the Persona uses would show up as kind of midway between 'humans with magical power' and 'touched by the gods'. The protagonists from P3/P4 though would probably show up stronger I think - if that sounds reasonable to you? He wouldn't be able to specifically say 'oh she has death in her' but it would be more like 'that is too strong to be normal'.
